I actualy, thought of making a game like that myself, but I lack the programing skills. It's kinda like Chase H.Q.
Here's a few suggestions:
1. Make everything smaller.
2. Make it a convertible(like in C-H.Q.), 1 person drives the car and another stands in the seat next to him and fires a gun. Make him rotate to follow the mouse pointer.
